vote to disable team chat?

what if we made it so players could initate a vote to force mute the entire team for the rest of the game. that would work the same way as a surrender vote. it could be used if players are refusing to mute each other. and even if the vote fails. if it's constantly ending in 3/2 you should take the hint that you need to shut up.
