why is it ok for people to be sarcastic and passive aggressive on the boards? but not in game? if someone posts a snarky comment. if it doesnt contain any swearing it gets ignored. but if i tell someone " go to hell" or "fuck off" it gets insta deleted

Swearing is completely allowed. What's not allowed is being an asshole. You can swear without being an asshole to other people, just as you can be an asshole without swearing.
The boards are also far more lax than the game is. There's two different sets of behavioral guidelines after all.

SmokedAlmonds1 votesWords aren't censored in game so you can use the word yes, but you will get banned for it. I am sure if someone tried hard enough they could find a way to use symbols to write it out that avoids detection, but I have specifically seen people banned for using that version of it.

Why would I use the word in a hateful manner, when my own ancestors were degraded with a similar word? Even in the context that I use it in, its obvious that I'm being supportive rather than hateful.

In all seriousness though, it isn't in violation of the Universal Rules. The rules in-game are different from here. While we try to align those that should be aligned, like verbal abuse and consistent harassment, simply being sarcastic on the Boards isn't as big an issue as it is in-game. You can downvote someone and move on here, you can't when you're stuck in a game with them.
As Deep Terror Nami stated, the best thing to do when someone on the Boards is saying things you don't like is ignore them and don't reply. Nine times out of ten they're looking for you to respond to them so they can continue to comment. If you don't reply, you give them nothing to reply to and they lose their power. This is basic forums/boards/internet 101 here. If they say something that breaks the Universal Rules, hit the Report button. Otherwise, downvote and move on.

The Boards and the game are completely different environments in terms of sarcasm and joking. That type of behavior in game can cost your team a victory. That isn't the case on the Boards.
With that in mind, if you feel someone on the Boards is specifically targeting you with harassing posts, you can submit a ticket to Player Support with an explanation and links to what you feel are evidence of this and it will be reviewed. That's just not something we can review as moderators via the report button.

TrulyBland2 votesThat's the difference between abusing a feature with a too extreme form of the intended use, and abusing a feature with a too extreme form of an unintended use.
Forums are about discussion, exchanging opinions and arguments. Drawing the line here about what is too agressive and what is not is fairly difficult. Ultimately, if you don't want to expose yourself to potentially agressive discussions, don't come to the place where people are meant to discuss things.
The game, on the other hand, is meant for playing the game (duh). Even the chat is essentially meant for that. You can strategize and communicate otherwise difficult or ambiguous things to communicate. Discussions are possible, of course, as long as they're polite. But the chat isn't meant for that. And it's definitely not meant for judging other peoples' playstyle or skill. That means Riot doesn't reallyhave to care about your intention when punishing you. You're already using it for an unintended purpose. If you can't do that without offending other players, you should either not use it for that unintended purpose, or you will get punished.
Ultimately, you can somewhat (though not entirely) draw parallels to the difficult of punishing intentional feeding. That, too, is just an extreme form of something that already exists and is intended to happen: People dying to the other team. As a result drawing the line is more difficult. Who's intentionally feeding, who is just bad at the game? Just like on the forums the question is who's intentionally being insulting, and who just has this (bad) style of agressive discussion.
Deep Terror Nami3 votesBoards moderation is in general a lot more lenient than in game, so if you're having issues with a particular player's posts that they will not remove I suggest doing one of two things;
Never reply to the person. You're encouraging it by giving them your attention. I'm not blaming the victim, you just don't have any other option.
Download the Forum Enhancer Kit (FEK) and utilize the blacklisting feature. It will scrub their posts from the boards for you, and it comes with lots of other features as well.
