I can already tell I'll get down voted and people will probably want to chop my dick off, but it was intended as a joke. That's about it, I'd rather not turn this into a political discussion. It's a yes or a no question. And if Yes is it a punishable offense?

Yes it is. But if you were to say they will nerf Graves for being White, that won't be racist for some reason.

Honestly I shy away from jokes that directly offend people. A joke I made about Ekko was "Ekko was sentenced to life in prison for being a repeat offender." Now you could get offended if you tried to make it about race, which it isn't, but that's you actively trying to be offended to which I ask, "Why do I care about you being offended?"
