I don't know if I can handle this anymore...

I've recently had a string of terrible junglers and just now after this last game and realizing they might be bots designed to troll games. I just had a jungler who after a while realized was barely CSing, wasn't contributing in fights, and just wandered the jungle aimlessly while camps were around. He only STARTED CSing when I said something, in which he went to my lane and killed a few creeps, then killed a few jungle creeps, and I initiated a surrender vote and the game ended. This is insane. Why are people allowed to do this? I've recently had a string of terrible luck, and now I'm seeing junglers LITERALLY DO NOTHING? I get that things take time for players to be punished, but something needs to be done to prevent this kind of behavior in the first place. Kick someone if they don't have at least 1 CS per minute every minute and make it so it can trigger some sort of review or something. This is ridiculous.
