Add ability to report recent players, in-game/champion select.

Toxic teammate sees something he/she thinks is unviable, talks shit, and dodges. Sometimes stats don't load at all and then you can't report the player post-game. Can we patch that?

I would actually be okay with this.

I think the issue is that when a game is accepted, it sends a request to a new server to create a game. When a dodge happens, the game server is deleted to conserve space. Don't quote me on this, because I don't have any actual background on how game servers do and do not work.
