Alot of them will dodge last minute if no one reacts to them.
destinedaboss2 votesI remember some time ago Riot saying something about tracking that. I dont think they do, or if they do they dont care. Over the years i have personally cause probably thousands of dodges, my current record is a consecutive 37 in a row. I hold queue hostage daily and have never faced consequences.

I got autofilled as support this week. I have no supports or atleast none that I could think of. So I picked Support Yasuo.
I warned the team that this was unlikely to work and that I wouldn't be dodging, so if they wanted to win, they really should consider dodging. Team said nope, we can win.
I went like 2-9 and the team harassed and likely reported me after we got stomped.

I bet. Luckily the trip to level 30 gives more than enough ip to buy at least two champions for each role for when people are still learning how to play
