i used custom skins a while back in season 3. then i remember people getting banned for "3rd party software" so i got rid of it. lately i saw a couple of awesome skins for my actual main champs so i really consider using wooxy again. but i wanted to make sure not to get banned. i see youtubers using it sayng its fine, but better save than sorry.
Read the tos, im pretty sure custom skins are banned, I wouldnt risk it without reading through the TOS>
Riot has directly commented that Wooxy is fine. It's one of the few programs that they do allow, since it is confirmed to not affect the game at all. I've used Wooxy in the past for a period of about 2 years, and was never punished. I don't use it anymore, but it should still be just fine.

No. It doesn't provide you a gameplay advantage such as: Seeing through fog, knowing exact cooldowns of enemies (via scripts) or anything like that. It just changes certain maps/champs for cosmetic purposes.
No, Wooxy is perfectly fine to use due to it not giving any advantages to your gameplay. I tend to use Wooxy myself for the old Summoner's Rift Halloween Map.
Wooxy has been around for years. So you're perfectly fine.
