It seems like after the release of a patch, the first three days or so are overflowing with diarrhea. Moreso than the typical turds that are manageable. Top teemo afk's at lvl 14 cause i "stole" my jungle camp (fun fact: i'm jungle). Then, post game, the enemy rengar and syndra just go ham on us, calling us the classic insults and decided to report me and our fizz, who were rightfully upset at this. But I really don't expect any punishment. This is why the DOTA 2 system is SO much better. You get told if your report was successful, on top of the limited amount of reports you have, meaning you actually have something of an impact when you report. There is actual value in your reports. Oh well. Feb. 2010 and nothing has changed. Why am I even surprised still?

Video games.

Have to be prepared for the worst before you queue in, don't let some game mess with your head.

Things are a hell of a lot better than they were in late S1-2 as far as game experience goes. Definitely feels like we are heading in the wrong direction now, but overall still way better.

You just don't seem to understand the system. Post-game chats can still be seen by Riot. Just make sure you note in the message that it is in post game chat.

You'll also only get a punishment notification if your report was the one that got the person punished.

Though I have to say, Riot behavior team's feedback isn't the greatest.
