Can Riot Look At Chat Logs?

Just a question. I want to know whether they can check whether a person really did something because people seem to think they can just lie about what i did in a game to get me reported. My friend went 3/12 once and was behind and a person said they were gonna report him for intent feeding and being racist just because it had a higher chance of getting him reported, even though he was doing nothing but trying to farm back into the game.
