They do check and punish for pre and post game chat, and the best way to report it is always the in-game report system.

For something this relatively minor (standard childish insults) it's unlikely Support would manually escalate a punishment on this person. Support steps in only in cases of extreme toxicity - threats, sexual harassment, etc - whereas this is just minor run of the mill toxicity.

You really shouldn't bother. We're getting to a point in our society where we face the repercussions of years of media-based influence and corporate puppeteering of our mental health so far as to make us mentally unstable and completely at the mercy of our consumeristic whims.
