Why is low level league so toxic?
I have been playing on my level 11 smurf and I pretty much have to file 1 or 2 reports every game due to the amount of toxicity. I get like 2 popups a day saying that a player I reported has been punished.

They end up at low level because they're toxic and end up losing their games. If by low level you mean account level rather than league division level, then that's even more of a given: ppl get banned for being toxic, so they make new accounts and end up at low levels.
because of smurfs like you. its not fun getting wrecked every game. and it does get to you after a while.
This is exactly the problem with the reporting system in low elo.
If you report every single toxic/cheater you're going to get flagged as filing false reports.
Because Riot will never put in the time to detect subtle cheating like choosing a champ you've never played, pinged the completely wrong objectives to distract team, feeding but only in the beginning, not doing anything as support so as to sabotage the adc then complaining about adc not grouping/cs....etc etc etc
In onclusion, you're flagged and your reports are worth less and less, and the cheaters grow more and more prevalent.

good for you. this is great, however, for me I get maybe 1 over the span of a couple months, because, fake cheater used the minimal amount of brain to look legit.
They are low level because... dundundun THERE ARE NO NEW LEAGUE PLAYERS. I said it, there are only smurfs. So, you get perma'd what do you do? Make a new smurf account. Problem solved.

So two of these three types already are more toxic than average. In addition smurf games tend to be very unbalanced, because matchmaking doesn't know exactly how good these players are ----> more unfair games ----> more frustration ----> more aggression.
