Boosting is not okay and is against the terms&conditions when you sign up to play so if you see something like this file a report to riot support so they can deal with things like this properly

whats even the point, if you didn't play yourself you will eventually end up where you belong anyway. Ruining games for countless players along your journey back to Iron 4...save your money buy some skins instead.
