Get in game. Crap happens. Tilt. Lose game. Queue game, enter game while still tilted. Lose game. Rinse and repeat. What's worse is if you flame others because you're tilted: you're gonna tilt others and the terrible attitudes multiply.

Break the cycle: chill out and stop playing for a bit. (Note: I'm not encouraging AFK-ing during the game, rather AFK before queuing up for another game.) The tilt is real, encourage taking a step back. If League happens to be a "release" for stress or whatever, playing tilted won't make you feel better and would likely make others feel worse too. Instead, consider playing a custom game to work on your cs, or 1v1 with a friend to blow off steam that might help you out.

Players that don't understand the way reporting works, and spreading false rumors as truth is what is "breeding these players".

Reports do not lead directly to punishment. They lead to a review of the match. 9 reports are the same as 1 report. Either way it just flags the match for review.
Because of this, report calling and report begging is considered toxic, and is a punishable offense.
Players who's reports lead to a review that results in the reported being innocent, have the value of their reports reduced.

Players that threaten with mass reports do so because they wrongly believe it works, or because they are bluffing and hoping you don't know it doesn't work. And even if they do carry out their threat, so long as you don't do anything punishable you will not get punished and the value of their reports will diminish.

They are crying wolf. Do not believe them.

there should really be a message that detects if you typed "pls report ..." and after the game this message should show up and say "1 report is more than enough, if someone broke the rules. also asking to report someone is against the rules and opens you up to get reported yourself you dumb fuck" would clear toxicity a lot.
