Where can I report champion select trolls if I dodged?

Personally I value 40 minute of my time more than 5 minute dodge timer and lp loss, so when I see champion select trolls I usually dodge. But that leaves me with no way of reporting these trolls.

For example just had a duo(checked in op.gg out of curiosity) in my last lobby, one of them banned someone else's pick hover and the other calling that he's gonna troll and run it down mid because someone banned his champion(with no hover) then locks in draven.

I wonder if it is possible to have a system where we can report these fuckers, because half the time people dodge it which leaves them unpunished and the other half of the time they ruin a game. Would be amazing if these trolls can be punished without the game being ruined.
