So by saying stop fucking hacking a bunch in one game can get you permabanned. Literally confirmed that chat gets you more banned often than actually feeding your ass off

Unfortunately, the ban was not for accusing someone of hacking (though that is harassment; Tristana can buffer her jump so that it happens even if she's stunned, if timed very well, btw). Your ban was for hate speech, which is not tolerated for any reason.

It's simple. To ban someone for using a banned word, all it has to do is detect the use of said word in a game. That's very simple for an algorithm to do. What's harder, and takes more information to come to a conclusion, is banning for gameplay related offenses, at least if they want to keep the false positive rate reasonably low.
