Should there be a report option for "refuse to group" and "intentionally losing"?

This happens quite often when: 1.The team has a clear lead and can end the game, and some refuse to take objectives(towers) or have teamfight. 2.People continuously ignoring "asking for assist" ping by multiple members at the same position 3.People refuse to defend their base 4.Players refuse to stop "Splitpushing" when there is other objectives (drag/baron/inhib/nexus) which required assist 5.Players standing in front of the enemy fountain and refuse to attack the nexus 6.Ragers who intentionally dive into 1v5 to force a lost for his own team 7.many other

I feel that would be categorized as unsportsmen like conduct

Perhaps for the intentionally losing, with reasons stated.

No for refusing to group. Your teammates may hold a different opinion than yours. They may have reasons to believe grouping will cause more harm than good - such as tryn and tf split pushing instead of sieging when their teammates have decent waveclear. Even if that's not the case and grouping seems to be the right thing to do, ppl have the right to be selfish&ignorant and not doing what their teammates want them to do isn't a violation.

"Refusing to communicate with team" would work?

Haven't played in a while but pretty sure thats one of the options iirc.
