@Riot: What are you doing to address toxic BEHAVIOR?

I have been on both chat restriction and LeaverBuster exactly once through my two years or so playing League of Legends. Interestingly, the worst thing I have ever done is call an (intentional) feeder a 'fucking asshole'. I have never set out to ruin someone's day/game, my LeaverBuster punishment was thanks to a day of random power surges in a city that shouldn't have them, etc.

Now, here's my problem: I think I'm a pretty average League players affected by Tumblr levels of sensitivity in what we label 'Toxic' under both systems, plus the 'context doesn't matter' policy. But what about those players who ruin game after game after game, but don't type into chat 'I'm intentionally feeding'? More importantly, what about those players who go into ranked with the attitude that they are perfect and don't have to listen to anyone, muting the person who tells them to build tank stats to survive their lane before feeding six more kills (eventually losing the game for the team). What about the player who walks back and forth between the fountain and a tower for a few minutes instead of AFKing, then comes back woefully behind to 'help' (the enemy team).

Honestly, there is not an automated system that can handle this. Two options: Automatic, small LP penalty per report or BRING. BACK. THE. TRIBUNAL. The latter would make context important again, and if you insist on being triggered about the f-bomb and punishing someone for it, at LEAST a real person looking at it can tell it was dropped in response to someone feeding and spurning advice and punish them as well.

A flat LP penalty would be pretty simple. 1 LP loss from your next game per report. A loss is worse, a win isn't as good. A troll premade can give you -4 LP every dozen games or so. Max. More importantly, a troll will plummet to Bronze 5 0LP ABOUT 20% faster, if you assume he loses every game and on average loses 20LP, and a player who refuses to learn will also find themselves stuck there. Maybe add an alert, unavoidable: "Your LP total has been affected by at least 30 unskilled player reports recently. You may want to practice in Normals."

A system where reports punish players in any way, no questions asked, would only breed more toxicity, not remove it. Recipients would never respond positively to this kind of system. The toxic players would get worse and the the unfortunate people that get false reports out of anger or other factors would only be put on tilt.

Leaver Buster does detect pacing around in the fountain.

FeederBuster exists. It tracks very minute stuff that can detect that sort of behavior. Reporting the feeder after the game helps the system detect them. It's existed for a while now.
