Why not put them in low priority instead of punishing players who don't get reported by giving them someone who can't talk (aside from the 5 lines they usually use up by flaming or typing like this:

Also because Riot does not believe in the "Prisoner's Island" idea of punishment, instead requiring people to either reform or be permanently suspended.
General Esdeath 1 votesI don't know, I feel like it's just not fair to those who aren't toxic. Not saying I'm a saint but I've seen the chillest people paired with someone who is just 100% worthy of a ban but is only on chat restriction.
Chermorg1 votesThey're given a chance to improve their behavior before they get banned. If they got chat restricted, it either means it's infrequent or not toxic enough to warrant a ban.
