How does punishing someone for twenty minutes queue time help them improve?

I guess it depends on how much you like the game I guess.... I personally feel like Rito just wants you to quit.

Well if ur leaving and afking and u wanna play a game I think 20 min queues are reasonable

Well, they want you not to leave games and presumably people don't want to wait 20 minutes to play. So if you don't want to wait 20 minutes to play you can't leave games frequently.

They chose things like chat restrictions and low priority queue over bans because it makes you experience the punishment not just go play a different game or goto a different account(since they are free its easy). Basically "go play your 2nd favorite game for a while" is a pretty weak punishment.

If the only 2 options were a player leaving games constantly or them quitting then I'm pretty sure riot would choose them quitting, but really they would rather convince you not to leave.
