So... My main account mainly focuses on Mid/Support, but I felt like if 4 some reason I have to go Top/Jungle/ADC, I had to buy champions for it, like 3 or 4. But the thing is, I felt that if I do that, I spent more ip for something that I shouldn't, since dynamic queue came out, so is it better to make a 2nd account for me to main Top/Jungle/ADC?
Nope. Not even a little bit. It's way too costly of an investment to try to level a separate account and get a bunch of different champions that you can't even use on your main.

Depends on how much time you can give to the game. I made one and farmed first wins on the other account. I would buy runes on my main and use the second account to buy new champions to see what I would like and to learn the other roles as I too main support and mid lane. And having another account means you can dodge more games and work around the 6 minute leaver penalty. There are some pros to having multiple accounts. The main downside is that your champion roster gets spread out so if you wanted a specific champion you have to swap over to the other account.
