About the current skins sale

I'm a huge fan of the game, and lord knows I've dumped my fair share of money on RP, but I seem to be having an issue.

After my last RP Purchase/spending earlier this month, I am left with 130 RP, and I've yet to see a skin going for 130 RP.

I'd go out and get more RP but I'm not financially able to at the moment, so I wanted to ask Riot if there was any possibility of a skin going on sale during the current event for 130 RP. I'm a huge fan of the Road Warrior Miss Fortune skin that's currently on sale for 260 RP, so if there was anything I could do to attain 130 RP that would be awesome.

I know I've seen in the past something about people doing works of art via MS Paint to attain lowly levels of RP, but I don't think any of them were for 130 RP.

I know I'm asking a lot, but I was hoping that something could be done (possibly? ^_^) for me since it's my birthday?
