I already sent a normal report in without really doing that second part. I thought there was like a ticket for it but I can't find one. Any suggestions?

Rcket DeAlk has a link for you. Just put the reason for the ticket as Games & Features > General questions. (I think)

It will be forwarded to a Player Behavior specialist.

Yeah so you can report in the post game chat. HOWEVER, I'm guessing that you did not do this. That being said you have a picture of it. Send this to Riot in a Support ticket - Basically just go to Riot support and then you can send it from there. MAKE SURE YOU HAVE THE PICTURE ATTACHED.
