Can ARAM please be ALL random? Not just what you own random?

I see the same champion after champion far too often. Could it be just ALL champions regardless of if you own it? ARAM only accounts ruin ARAM when they just own 1 or 2 champions, and just dodge games that hey don't want cuz of F2P

That and I own most of the champions... yet I still see less than 10% of champions. That and some champions I still never see.

Also can less games just be determined by champ select? I'm not sure if every game needs to be 0 cc (even soft) vs 10 hard cc and huge burst level 3
