How often does riot open up legacy skins?
Just curious, i know its rare and everything.

it depends on the skins themselves. Holiday skins like Halloween/Xmas are usually out during their respected holiday, usually the month of! others are different. Like the Championship/Winning Team skins are usually during big Tournaments like Worlds/LCS. Then there are legacy skins that commemorate the Olympics, and the Fifa Tournaments which usually are available during their respected times the events happen! The other legacy skins are usually the ones that seem "outdated" and Riot felt that they needed to be put into the vault because the champions already have a decent number of "better" skins. Those types of skins come back either when the Champions get a rework and are usually placed in the bundle, or during Black Friday sale!
Also forgot about the Riot skins which are usually out during events like PAX!
Some legacy skins can be obtained from the Mystery Skin gift. If someone sends you a Mystery Skin there's a chance to obtain a legacy skin. I sent one to a friend and they received Muse Sona.
