The chance of me getting Program Soraka in Hextech Crafting is really low, so probably not, unless i get really lucky., but I am never lucky :(

Assuming you are of legal age to get a job I would just get a job and save up for it, thats what I did when i hit 16, if youre not then ask your friends and say you'll do their homework and shit in exchange
