Sadly, that will answer your question, even if it isn't a full detailed explanation. 9 out of 10 times if a champ plays one way in solo queue, they will do different to a surprising degree in pro play, like Shen for example. He has turned into an ult bot, and while that sounds silly in solo queue, it is ridiculously strong in pro play.

Specifically regarding shen changes, they are related to pro play, and nothing else. Riot barely understands balance anymore if it doesn't involve pro play (that isn't an insult, it is just a fact, as most of their changes are based on pro play, especially so far in 2017).

I'm not making these comments in any negative way towards anyone, I just see a lot of "Why is X being changed/nerfed" etc, and the answer is almost always recently "They performed in pro play, so they were nerfed". Unless you are Ahri for some reason.
