Riot change the god-damn rules about dodging

I find that most times the people who dodge do so to SAVE the game not ruin it.

Last match: I called top first, everyone admits. I pick Olaf, ghost, ignite. Someone locks in tryn with TP. I say "I called top". He doesn't respond. His duo partner says "Olaf go jungle or I'm going top also and 3 will be top.

So I dodge and get a 5 minute penalty for saving my team from this crap.

Did you even think this through Riot?

Riot removes Dodging Penalties
Players begin dodging with no consequences - bypassing any comp they don't like, and any player they think looks shady.
Queue times steadily increase as this practice becomes more common
Players leave League for a game they can play without an hour-long queue time.

Yeah. I'm pretty sure they thought it through.

What about the opponents team think about what they might have though when you dodged how about the other non trollers in your team?
