Riot why?
I was already set on buying either Quinn or Vel'Koz but now Illaoi is revealed and gosh my decision just got 10x harder to make ;-;

Get Vel'Koz. You don't know how you'll like Illaoi (and it will be a while before she gets released), and the Quinn changes completely changes the character
