it's actually the worst skin i've ever seen, especially considering the quality standard riot has put on their recent releases

what's wrong with it?
It is a silly joke skin made because of too many people asking for it. It is meant to look cartoony and silly.
all the 3 other baker skins (Leona, Akali, Olaf) don't even have recall animations and only have 1 new visual ability... Pretty bad to be honest.
