I'm actually pretty sure that there have already been requests for PvP in the Practice Tool, and I would be surprised if this is not already on Riot's 'To Do' list, but I'm wondering if there has been any official mention of this as far as a timeline goes.
Unfortunately no. Personally, I would prefer the elements of practice tool to just be incorporated into custom games as options so it helps teammates practice as well as allow players to explore and create new custom game modes with friends. Would be cool to see "Max Gold 5v5" or "No CD's 5v5" Custom Games, but doubt it will ever happen(Riot really doesn't like custom games).
