Am I doing something wrong in ranked?

In the past seven days I have been up for promotion into silver 2 6 times, I won my promotion 4 times, and am now back in silver 3. I'd like to think I'm pretty good at this game, and often fill so everyone can have their best role. This is where we reach a crossroad in my ranked experience. Either my team knows what they're doing and we win quite easily, or I'm stuck in a game where I begin to seriously question whether or not some of my team mates actually ingest glue or illegal narcotics or should just not be queuing up for ranked. This is not to say I don't play bad myself, but I feel like the biggest reason I'm unable to climb in ranked is because my team mate(s) makes such poor decisions, and consistently too, that I can't make up for them by playing better myself. Am I just being a jerk or is ranked solo queue actually just a lottery where the lucky get into a division where skill starts to matter more than luck? I'd also like to ask for tips on dealing with the new devourer. Theres not enough bans to ban out all the sated hyper carries, and would like to know what I as a, for the most part, solo laner can do about it.
