The difference between a character created to convey a personality and motif vs a swollen asshole flaming in chat is that a swollen asshole is actively trying to create negativity through hatred towards other human beings, while a character like Kled is not.

Oh so this is about Kled's quotes.
Kled's quotes are hilarious is what they are. A champion's quotes are written to fit their personality, and Kled is an insane Noxian Yordle. He sounds like a cross between the stereotypes of a redneck and a drill sergeant, and it fits him very well. I don't see why that's somehow "embracing toxicity".
