i wondered when they would finally release the snow map, until someone in my ranked game wrote : "LOL what happend to the snow map ?!"
i didn't even saw it once because i don't play normal's, they just feel ... like working without getting paid ...
I would love to see the snowy map in ranked during winter season 
Cause you can't drastically change a setting in a ranked environment without making a ton of risk.
For example, Snow rift does in fact cause some FPS drop in high particle teamfights, which in ranked would be devastating. This wasn't seen before and there was no way to properly test it until it hit live (PBE naturally has high ping so nobody could tell the difference), so its best just used in norms where it can be experimented to see what's wrong without the biggest impact.
Also colorblind mode really sucks with snowrift, so anybody that uses colorblind mode in ranked would have to avoid league for almost a month.
