Is Riot doing anything about the toxicity that's currently existing this summer?

Haven't played in the summer that much generally, but wow I'm amazed at some of these people. Last game I went into a ranked lobby to find someone say that I, and one other player were going to cause us to lose the game. He then proceeded to verbally harass us in the lobby and game, and managed to feed quite a bit.

This is pretty standard in what's going on in League ATM. Trolls, AFK's, toxic players ect. Can you mute them in game? Of course, although I still have to deal with them attacking me in the pre lobby while I'm trying to figure out who's playing where, and deal with them trolling during the game. Is there something in place currently to put people like this in check? If not, something seriously needs to be done, as it's just becoming not fun to play the game.

As I was reading this my team's Nasus said "I'm AFK report me." after he said the person who gave out the Bans was "greedy" for banning only Mid Laners.

He proceeded to say how he would carry the game and get 1,000 stacks on Nasus at 40 minutes. He ended up going 0-1-1, lost tower to Teemo and everyone else but him including myself going 13-0 with Miss Fortune, was fed from kills/assists and plenty of free farming.

The rest of my team was great except him though, he just said how amazingly he would do but did nothing. He stole the top lane and the person he stole it from just went Blitzcrank Support. We denied their Ashe farm all game long, killed their Lux support and Nidalee jungle constantly and even 2v3'ed them in their Blue Buff while taking the Blue Buff, some Wards, and Gromp.

I think that you can get REALLY awesome people on your team like my Blitzcrank, where we both destroyed their bot lane and put their jungler so far behind she couldn't actually gank anymore. But you can also get just as equally bad people like my Nasus who will do nothing and hurt the team much more than they ever helped the team.
