Banning in PBE

Since at the moment the only PvP queue on PBE is ranked queue, people should NOT be allowed to ban the new/reworked champions. The ENTIRE reason for PBE is to test out these champions and look for bugs. Someone who repeatedly bans these champs should have their PBE account revoked.
