When you're chat-restricted, the game should tell your teammates

This might lead to the punished person getting trolled, but they probably deserve it and, if anything, it'll test their restraint. "Oh damn, I'm getting trolled but can't troll back. What should I do? Waste my messages or just mute them?"

Plus they can punish you if you taunt them.

Why should we have to spend one of our limited chat messages to tell the team "I'm chat-restricted!"?
