Players with millions score champions - are they bots?

So encountered in recent game a 1.2 million champion score Teemo. "Cool." - I thought - "He must know this champ really good." and even ignored the fact he went support. In reality he preformed poorly. Fed, made bad decisions in skirmishes and map control.

AFAIK there are many such champions. Are they bots?

Just because you play a lot of a champions doesn't necessarily mean you are good with them.
