So Pool Party Mundo

So I noticed pool party mundo was only going to be given to those with good behavior and I've been chat banned within the time frame they said they would be checking (Que downvotes because of chatban even though thats my one punishment after playing league for over a year). But I was looking at the page and noticed this:

"For negative players who won’t unlock Pool Party Mundo or the Pool Party icon we took a look at an accounts recent history (February to now) with LeaverBuster, bans, and chat** and** ranked restrictions to make the call. We expect the vast majority of players to be eligible for the rewards."

Does this mean that just because you have one punishment you aren't necessarily disqualified? Are account punishments looked at as a single strike or do you have to have so much negativity that you are disqualified?
