Is the "No Skeleton Champions" rule still in effect?

Given how much Riot is getting in revenue from merchandise, tournaments, etc., are they still dependent on Tencent to stay functional? If not, could that mean we may eventually get our Skeleton Champion?

It's been a long time since Riot put in the "No Skeletons" rule, but is that still in effect?

even if they bought themselves off of tencent which is possible having skeletons would get them banned in china which would cut off an entire region. Its the same reason theyve been careful with adding a lgbt character and why in overwatch the character does show being gay in game only in the out of game lores.

I've never heard of the "No Skeletons" rule. I'm curious, can someone explain it to me?
