korean servers, xp penalty?

So.. its been a long time since I leveled up a char from scratch. But I thought there were xp bonuses these days to make it quicker. and I see posts about 110 xp per average (winning?) game.

Also, supposedly, bot games are 100% xp, up until level 9.

But.. on my new from-scratch korean account that I'm grinding from level 1.. I'm getting a lousy 50-ish xp per game?? These are for 20 minutes games against beginner bots.

Whats up with that? Do korean players get an xp penalty in the level grinding?
