You need 1 for every champion, because if you play ARAM without a skin you're going to lose.

I got the hextech annie skin shard but I really don't like playing her so I feel ya
Nope. Ive gotten all 975 and lower skins besides Magnificent Twisted Fate... It is for a champion I love because i have nearly 70k mastery on him but i already have 3 skins on him. Besides that my luck has been mediocre at best
