You can. Play support, report him after the game for stealing your role.
Alternatively you could go duo ADC and fight for each cs.
This happened to me once, I asked my top laner if they'd support even though they already locked in 
and they said yes. So our team had 2 top and 1 bot. We snowballed off of top and won.
Meanwhile the guy who locked in 
support was like "Oh, sorry for doubting you. Thanks for the carry!" at the post game screen.
