I have a real question for RIot

I'm not trying to be the average douche, who claims that Riot doesn't do their job well or whatever. I honestly want to know something(even if the reasoning involves technological limits). So my question is, why do you guys not include certain balance changes in patches, even if you are aware of them.

Once again, I'm looking for a legit answer, not upvotes, or downvotes. I've always been curious on this. NOT trying to accuse Riot of not doing their job well as if they truly didn't do their job well, this wouldnt be the only game I played.
