I completely misstated what I intended to say. Title should read "which champion do you most rarely see without a skin
For me it seems like every Hecarim since season 4 has had a skin... He's one of my mains and I barely even recognize his base skin anymore.
I also hardly see a Darius anymore without Dunkmaster. And Annie. Rarely see someone playing the base Annie skin.
Opposite for me, the only hec skins I ever see is arcade and headless because I own them both.
Never really thought about it, but I suppose 
could fit that bill because of Star Guardian Lux, Spirit Guard Udyr and Super Galaxy Rumble.
I personally love classic 
out of the champions I play. Neither of his two skins cut it for me, and that's fine because his classic skin is that good.
It is typically one of the meta champs, that people are playing because they heard they were good.

people have his project skin
Bard mostly.. Oh and i dont see many vaynes with skins which is weird.
Because I'm always the one playing Lulu, and I use anything but her base =P
