when are you @Riot going to address Ekko's state of brokenness?

I mean you don't really think it's a coincidence that he is either banned or picked, has the highest win-rate of all champs and is banned in nearly 90% of all games. How can you conceive that is he balanced and why do you let him remain in that state over several patches?
