Spending IP on alternate accounts

So I'm at 35K IP on my main account, I own all the champs, all the runes, as many rune pages as I can buy, and I have nothing to spend it on.

I would like to be able to help my friends purchase their champs so we don't run into the whole "but I don't have that champ" issue.

I would also like to spend it on my smurf account as well.

Feasible possibility?

Riot doesn't like that, because people with 100k-something IP could just gift things for days, and that means less money from potential RP purchases instead.
