She's dead, they'd much rather give their favorite fotm-mascots some new skins instead of remembering the heavily neglected snakelady which hasn't seen a new skin in 3 years so far.
Riot in general couldn't care less about her, she hasn't seen changes in over half a year and the last ones she received were brutal nerfs which made her even more unplayable. She's basically the Urgot of midlane.
Cassiopia is slowly becoming the new Urgot
No skins for her have been added to the PBE or alluded to by files being added to the PBE like the Beast Hunter Draven/Sejuani/Tryndamere but that doesn't mean they aren't working on a skin for her. Just means it isn't ready yet.
So it's still possible they are, just aren't as close to done with it as they once thought they would be by now.
