Are Rioters allowed to DDOS toxic players mid-game?
Say you've got a super toxic player making death threats in the presence of a Rioter. Would said Rioter be allowed to simply kick that player out in the middle of the game?

No. Firstly, a DDoS is illegal, and I highly doubt Rioters have access to accounts and servers while playing the game, nor would they care.
Honestly I think they wouldn't care. They'd just mute, ignore, tell them to calm their tits, and report them at the end of the game.
