@Lyte: What if someone is intentionally trying to get chat-restricted to lower their own toxicity?

I get chat restrictions a lot of the time, partially of my own volition because I can't "opt-in" to it. I find that when I'm restricted, I end up being about 90% less of a jackass because I can't use my limited messages to berate people. To that end, whenever I'm off chat restriction, I seem to want to be MORE toxic just to get it back.

Doesn't that seem a little unnecessary? Wouldn't it just be better to create some way for people to just opt-in to chat restriction that doesn't expire after a set amount of games? I know that sounds a little extreme, but some of us (myself included) actually use League's chat as a way to vent stress and aggression. A sort of catharsis, if you will. But as many would say, using other people online as a punching bag is potentially a crime.

So, bottom line is, can you please introduce some way for players to opt-in to chat restrictions if they want to? I can't believe that you'd introduce a system like that and not have a way to manually control it.

I understand where you're coming from, but adding a feature like this would solve the symptoms, not the problem. You need to personally tackle the reason why you are toxic in-game, because you sound like a nice guy in this post. In the real-world, you need to control what you say yourself, because no one is going to be there to restrict your words.

Seems to me that opting-in to "not talking as much" is as easy as using your enter key less.

If you just must type things, I've been informed that there's a chat function - /note - that saves what you type into a file instead of sending it to other players. Perhaps that might be of use to you?
