Chat is made to communicate meaningful information about the game state that pings can not like where x laner is or they are at/doing x objective. other wise than that it is to make friends have you played other games like mmos where you made friend not only because they are good at the game but because they are funny, or friendly. Yes there are some people out there that are toxic i agree with that but you have the option to mute them. but you should not go in thinking everything that you team says is going to be useless or toxic
